[EmData] Put quoted statement

I just used this for the first time!

«put quoted text» errored
«put unstyled quoted text» worked, but bullets (option 8 on a Mac) were
substituted with quotes, which was rather more than I was expecting!

This is Quark 7.31 with XData 7.3.0.5

All I wanted was for Œstraight quotes¹ (feet and inches marks) to convert to
Œcurly quotes¹, which they do. But why the bullets?

Anyone else?
